The European Commission has announced the launch of a comprehensive evaluation of the Biocidal Products Regulation (BPR) – the key regulation shaping our industry. This is a unique opportunity for companies producing biocidal products to actively influence the future shape of regulations that directly affect their operations.
The BPR evaluation is part of the EU’s “Better Regulation” agenda, which aims to ensure that all EU interventions are of the highest possible quality. This is not just a formal procedure – it’s an evidence-based process designed to answer fundamental questions: What happened? How? Why? Did we achieve our intended objectives?
The European Commission will analyze the BPR against five key criteria:
It’s important to understand the difference: an evaluation concerns a single regulation (in this case, the BPR), while a fitness check covers two or more related regulations in a given policy area. We are currently dealing with an evaluation of the BPR alone.
Public consultations are not just a formality – they represent a real opportunity to share your experiences, challenges, and proposals for change. The Commission will collect opinions for 12 weeks, using various channels:
Participation in the consultations allows companies to provide concrete examples of how the regulations function in practice, as well as to identify areas that require simplification or clarification. Active engagement of businesses in this process increases the likelihood that the voice of the industry will be taken into account in future amendments to the BPR. In this way, we help shape regulations that are better aligned with the realities and needs of enterprises.
How to prepare?
The BPR evaluation is a process that will determine the shape of regulations for years to come. Don’t let decisions be made without your input. Follow the European Commission’s “Have your say” portal and prepare for active participation in the consultations.
Remember: You work with the BPR daily, you know its strengths and weaknesses. Your experience is invaluable for shaping better, more practical regulations.
